If it was to jump-start his career, you'd have seen him tweet. Too much praise levied towards him and yet, 48hrs and no tweet.

IMO, it is the only plausible reason both his neighbor and publicist would have allowed it (the noose) to remain. He likely refused to remove it, so they left it.
