This has to be the path forward for the Federal Government.
We need to hit the pocketbooks of offenders, from protestors attacking ICE to NGO board members who were paid to pilfer money to bureaucrats that received lobby money that subsequently broke additional federal laws.
The Trump DOJ is crafty and picks its battles wisely, but civil / criminal forfeiture needs to be a credible threat against malicious rent-seekers within the government.
The civil forfeiture laws are EXTREMELY one sided to favor the government. If the GOP doesn't use them first, we will see them polished and ready to draw blood at the first Dem opportunity. A better strategy is to lean hard on them now, and let the judiciary and possibly congress take the teeth out of them before power turns over.
