My hoa did this in west houston a year or so back. We had 4 old asphalt courts that were in bad shape. We had a contractor tear out all 4 courts and replace 2 with new concrete courts. The rest of the space they installed artificial turf with some mobile soccer goals. Installed new fencing around everything and added 2 gates with maglocks. Looks like we spent ~$415,000. Company was Sportscapers and all in all, the neighborhood was pleased with their work and the final project.
