I am looking at getting the Chase Sapphire Preferred card. One of the benefits is 3x Points on Dining. I know that some credit cards consider bars/breweries "dining". Does anyone know if the Sapphire Card considers them dining?

Bars will almost all be considered dining. Breweries are a little bit hit and miss, I think it depends on how they set up their payment system with whoever they process transactions through. Here is a search on my Sapphire Reserve card:

Had it in 2017 and I remember most bars were included in the dining. I do not recall if breweries were or not.

it is hit or miss on breweries in my limited experience. same with orders from wineries, most don't get the 3x but a few I do....

It honestly depends on how the bar or brewery were set up by their merchant provider. Having said that, most will automatically fall into that MCC code so it should count for you almost every time.
