i believe it is goal differential that becomes the tiebreaker in the event of a tie. not 100% sure though.
Goal differential is first but after that comes total goals for. Rarely gets to that but it's important if it does.
dre is correct- goal differential is the first tie breaker and it will come into play. You will see teams begin to sit on the ball to ensure that they get through and/or other teams do not. ton of gamesmanship involved.
Head to head results is the first tie breaker. See page 17 of this file.
