I can see excluding those who bake bread (you known, "bakeries") from a higher minimum wage. Bread is a "staple," also sometimes called a "necessity." It is not unreasonable public policy to try and keep its cost low.

Applying that logic to a glorified fast-food restaurant is ... questionable.

Subway bakes its own bread, right? Schlotzky's? Can they also evade the new wage law, if they starts selling buns separately?

(as an aside, I would buy Schlotzky's buns)

Simple solution...but a "fresh bread" item on your menu. Charge $100 for it and have a disclaimer that the wait time will be longer than an hour since it is "made fresh".

There's also a provision that you have to be baking/selling bread as of a specific date, so you can't just start selling bread now. Bribery and corruption knows no bounds.

All this did was undercut any flimsy reasoning they might have had to exempt the bread bakers. Whatever rationale we are supposed to believe in accepting this can't possibly include any logic as to why the 'good reason' expired on a certain date. The corruption motive is made all the more clear.
