I would think you could set up an inorganic identifier in a similar way as you see "I am not a robot" tests fail robots for perfect execution. You could invalidate or even negatively correlate input from users who act in unison to try to game the notes.

Like you said, context is important. You're talking about the guy who bought the platform and implemented community notes in the first place. He is literally the only human being with control of a social media site who decided to add a mechanism for fact checking posts that wouldn't be controlled top down. So yes, he has earned some trust when talking about said mechanism; nobody on the other side of the aisle saw fit to do the same, they just rigged their "fact checking" mechanisms from the get go.
