100% photoshop. I could buy that he is standing far behind the rest of the group, so he appears smaller and shorter, but that presents another problem. The guy sitting on the top step on the right has what looks to be a hand on his shoulder. It could be Biden's hand, but only if he was right behind him, and standing on something a few feet below the step. The arm position only works if Biden is right behind him, but everything else falls apart.

Nothing weird jumps out about the shadows, Biden is too shrunken and distant to really tell
