If someone is cutting off the y-axis -- they are generally trying to mislead. If they do it without a note and rationale, they are definitely doing it to distort the data.

Utility bills are controlled by a combination of government bodies, utility companies, and market forces. State-level Public Utilities Commissions (PUCs) or Public Service Commissions (PSCs) regulate rates. She should know this. She probably DOES, but a lot of people don't. If she doesn't know this, she doesn't deserve to be a sitting senator.

Need to highlight the note at the bottom that each data point is a 4 point rolling average using the previous 4 quarters. You would need to stretch the plot out to Q1 2026 to have a reported data point that is completely owned by Trump.
