Decades ago, Dad had a farm worker ask him to sign a form stating that she was employed. It was so she could get benefits. In an adjoining county. In her maiden name.

Dad declined, I assume his name got forged, anyway.

Point is that people have had 90 years (since Social Security has first passed) to figure out ways to cheat the system. And the system consists of millions of government workers, and thousands of politicians, who benefit from the cheating.

I'm not sure it is fixable

Yep. Those who need food can get it from a food bank, family, friends, neighbors, their church, or other charities just like things were done prior to the government deciding certain groups of people were incapable of caring for themselves and we needed a permanent dependency class.

You still have to apply via a govt form/website and meet economic criteria. This isn't a govt food bank.

You understand perfectly. Businesses lobby Congress to put stupid stuff like this in place so they can reep government money. There's a reason you can buy coke, cookies etc on a discreet ebt card instead of picking up your basic food groups in the "welfare" isle and it's not to encourage people to buy it themselves.
