The Senate parliamentarian would have to approve it (she's a Democrat appointee) and IIRC, they can only use it one more time, so perhaps they would rather save it for something else.

Seems like the parliamentarian can be changed rather easily…

Reconciliation can only be used in certain circumstances and there are pretty tight guardrails as to how it can be used. Its not worth burning over 1 item, regardless of how important it is.

I believe the Voter ID Requirement is included in the funding bill for TSA and the other agencies. Since it is in there the bill can not be passed through Reconciliation.

I believe that the Dems/Libs have offered Amendments to remove Voter ID from the bill but the Repubs have shot them down.

This was probably added into the bill because it was considered a "Must Pass Bill" but the Dems/Libs had other ideas.
