When I was a youngster (~12 yrs old), a friend was a dual US/Canadian citizen. I do not remember if his mother was Canadian when he was born or if he was born in Canada with American parents. At the time dual citizenship wasn't allowed. He said that when he turned 16 he would have to choose.
At the time he lived in the US and his parents were US citizens. He said that it was an easy decision to renounce the Canadian citizenship and keep the US citizenship.
In this situation, there was no cost to renounce one of the citizenships because he had no control over his situation.
The situation of minors with dual citizenship wasn't a problem prior to dual citizenship. It shouldn't be had to do now.
