The bill seems to be among the best I've seen in curbing the abuse. I have no idea if it will get passed, most likely not, because the entire system is corrupted and many Americans are making money from the looting of America. Is Crane really serious about H1B abuse or is he just posturing for votes? Who knows.

Some good ideas but some impractical ones as well. Saying people can't bring their families if they are on visa isn't practical. Completely ending OPT isn't practical. Not giving a pathway to Perm Residency isn't practical. No H-1s for 3 years isn't practical.

Personally I think they should just scrap the H-1B altogether since it has so much brand damage. Focus on realistic solutions like limiting the number, making it merit based and expensive so that only the best are coming, and prioritizing companies to hire US Citizens especially for more junior level roles. Focus on the issues that most people agree with and not trying to push an overly harsh plan that ignores the practicality that we have a lot of very talented immigrants in the US as the #1 destination for people with ambition around the world to come to. Also focus on making sure that companies and potential visa holders are paying significant fees to use visas.

Needs to include some incentives/focus on developing the type of talent that the companies "just can't find" in the native population.

And I'd also toss in some very punitive punishments for violations.

I think it's about time for Congress to be prohibited from posting crap like this that stands no chance of ever being reasonably considered.

But why are these impractical?

If an H1B is here, it is theoretically became a US firm needs him here as US citizens are too stupid to do the work. OK. But why do we have the responsibility to allow the guy to get his family in? His wife? Parents? Uncle/Aunt? Cousins? How does that help America? All that would happen is she will pop out anchor babies.

OPT. I am told that wasn't put in by Congress, Obama signed it in (not sure, maybe you know). Why can't Trump cancel it with his pen or severely curtail it? OPT is like a free visa for 3 years after the F1 student visa phase and companies don't even have to pay certain taxes.

It's a great scam for companies.

We don't have to. But many Americans make money by doing so. And those people are the most vocal about being pro H1B and think they can convince people by saying H1B helps innovation, Americans are lazy etc. This also skews towards the 65+ gang as they are done with with their working years and just want their IRAs to grow. And they don't care of the impact as it is someone else's problem.

It is a I benefit but the country loses equation.

There is clearly grift going on for the politicians from these companies and from India as well in the form of campaign contributions and payments to shell companies which is why this won't get passed. Cant turn off the golden (more like brown) faucet.

Here's another type of folks who make money with H1Bs. Immigration Lawyers.

These two lawyers in the video are also on Twitter complaining that Trump's policies are killing the "talent pipeline". All they care about is the money they make from these deals.

The next time you meet someone who strangely spouts corporate talking points like "americans are lazy" "americans cannot innovate" or "Trump hates/targets Indians", dig deeper, you will find that he/she makes money from this directly (like an attorney) or indirectly (through investments that rely on H1B).

I'm all for a high standard for H-1's but that also means most of those folks are going to be experienced and have families. Forcing them to live apart from their wife and children is pretty extreme.

As for OPT's not paying SS that's because they aren't eligible for it and it still theoretically is designed as a program you put money into in order to collect. I'm fine with taxing the **** out of them but taxing them for an entitlement they don't qualify for won't fly legally in all likelihood much less politically. Have to call it something else. If you got rid of OPT that effectively means virtually all foreign grads have to go home immediately after graduation. It's designed as the bridge while they apply for their H-1. Say they graduate next month. They can't even apply for an H-1 until next year but they can't remain in the US out of status. I know you favor that but it isn't realistic.

This is less about convincing someone like me but about what is politically possible. It's like me arguing we should get rid of the income tax or Texas should secede.
