Why would having any medical procedure done (where you need to take a few days off) be different than anything done to your privates?

You either take sick leave or PTO or if that's not offered you do what you have to do and bite the bullet. Is there any way in the world this bill is being proposed ONLY for votes? A Democrat wouldn't do that would they?
