He isn't wrong if it's in your rules. If your guy is out for the week and has the O label, you can move him to the DL if your league allows and pick up a replacement.

I literally had 8 of my 9 starters out one week last year. If it wasn't for our three DL spots in our league (expanded due to Covid protocols screwing over teams), I wouldn't even have fielded a complete team.
