Unless im misunderstanding, AMD has said that the 9070XT is the highest tier release for this gen. Granted there could be a refresh at some point but I don't anticipate an 80 or 90 series card.

the 9070xt is close enough in performance to the 7900xtx that all things considered I would go with that. It will be cheaper ad you get FSR 4 which looks to be a huge improvement (if they can get the game sot support it).

if you are near a microcenter you should be able to grab one relatively easily for close to MSRP. if not im guessing by this summer they should be more readily available for <$600.

For team green, outside of the power of the 5090 I don't see any of the cards being worthwhile until the refresh where id anticipate a 5080 24gb model.
