I've sorta done both in recent years so I'll share what I know.
I have an over the mantel TV in the house and I use this mount (link below). This was a drywall install. Once you get it adjusted it works really well to bring the TV up or down.

I ended up using heavy duty plastic anchors (linked below). Normally when installing into drywall I just use 4 heavy bolts into studs and that's more than enough. For this application, installing onto an uneven limestone surface, I think I used 8 (maybe 10) total anchor points just to make sure.
I don't have a hammer drill and I was having a heckuva time drilling good holes on mine, so the plastic anchors worked well to get a strong hold. Had to get a few longer screws because of my uneven surface. But if your install is on a more level surface and you are able to drill clean holes with a masonry bit, I would think Tapcons would work just fine if you preferred that over the plastic anchors. But you might consider doing what I did, use more than 4 anchor points since you aren't going directly into a stud.
I'm not a professional by any means, but I'm pretty handy and I made sure to say "that's not going anywhere" after my outdoor install... so far so good.
