For years i have relied on iTunes to be my source of picture management- I take pictures, download to PC, hook up cable to phone and sync photo albums from PC to iPhone. Cumbersome!

Tried this week iCloud. No luck, so far. Does iCloud support moving all picutres in FOLDERS? I have 20K of pictures on PC

Looking for options/ideas. And appreciate

Apple photos sucks. You can add pics to Albums, then filter the main camera roll for photos not in albums if you're looking to just cleanup the main gallery.

I don't know if it'll do exactly what you want, but Google Photos is great.
