Holy crap. Some people shouldn't be allowed to have dogs. I don't know, man, kinda depends on your relationship with them. I would ask if they're good folks, but seeing that, i'm doubtful. Possibly take a pic to your vet, ask if there is something you can feed it on the sly, a medication. Other than that, you could involve local animal welfare groups, but that will for sure cause bad blood. Good on you for caring!

If that's the case, call animal control and report animal cruelty. They can keep it anonymous. Unfortunately though, the dog might end up being euthanized unless a no kill shelter can be found.

I would report that to animal control. That's neglect and cruelty. That dog doesn't deserve that treatment.

It may not be the neighborly thing to do but it's the right thing to do.

Damn, I'll donate some money if it helps that poor dog get cared for. It needs mange treatment and treatment for scratching its back to oblivion trying to deal with the itching.

Probably not mange. Likely a severe skin infection due to secondary flea allergies. The dog is miserable and underweight. Need to get animal control involved. This is neglect at best and animal cruelty likely.
ETA. Go hit your neighbor in the mouth. This is is infuriating.

Step 1: Tear down neighbors fence
Step 2: rescue puppers and hand over to AC
Step 3: profit

Update: I went ahead and ordered some of this for the next time I see the dog. I have not seen him yesterday or today yet so I am trying to get him on my property so I can try to take him to a vet and get a more thorough evaluation.
