The ultimate answer is no, I'm afraid. I can't see any sort of deterrent that depends on you sitting out there and watching for them 24/7 actually working. They will get desensitized to whatever noise you are making, and just learn to run away when you appear. You might as well just chase/haze them when you see them. That's about the same effectiveness without the gimmick.

Motion activated sprinklers MIGHT work. They would work on my dog, who hates hoses/sprinklers. But I've had dogs that would have just played in it all day.

The only ultimate solution on your property is a fence. Or, continued action from animal/city/police- which will likely require you and other neighbors to band together and pressure them to take action.

Or maybe you could make real good friends with the local mockingbirds, and kindly ask them to divebomb the dogs into oblivion.

Has anyone tried talking to the neighbor himself? Does he have a wife (obligatory OB question)?

I had a problem with cats and dogs treating my yard as the neighborhood bathroom in San Antonio. We didn't have pets ourselves so it was frustrating to deal with the mess and smell.

My solution was to spread Cayenne Pepper in powder form around the yard. I applied most liberally in the heavily affected areas (flowerbeds and borders to the sidewalk, driveway, and road).

It has no effects on the grass but is an irritant to the pets sniffers and paws. I started to notice dogs on leashes who would usually stop in our yard would sniff once or twice and move on. I think a 5lb container on Amazon goes for 20-30 bucks. I used less than a lb on 1000 sqft with good success.

I did this when we got a new dog (Beagle) and he decided he wanted to repeatedly dig out from under our fence. Put some in his favorite place to dig and it broke his bad habit pretty fast.
