Some scumbag thinks it is OK to go around and steal the tail lights from hardworking people. Our security cameras caught this Jacka$$ going through our parking lot checking tailgates to steal the taillights. Luckily mine was locked, but as soon as he rolled away he got a truck next door. They did file a police report and we have a copy of it but HPD wants to use flock cameras to track but we need a better picture. He was driving the black chevy and these were the best picture we could pull.

Likely not valid plates. But, you'll need to use a permutation of the above and cross with the vehicle description to find the plate owner, who is likely not the guy in the picture.

The police suck so hard. Why do YOU need a better picture? It's 100x better than most I've seen. Get Barney in the closet and start running plates.

VV3-8971 is my guess.

Based on the grill shape and headlights, I am thinking 2018-2022 Chevy Traverse, but the fog lamps look wrong, so maybe they are aftermarket? Or does the Traverse share a grill with another chevy vehicle?

Scratch that, it is a 2016-2017 Chevy Equinox

If it's a standard issue license plate, which it looks like it is, it will be three letters followed by four numbers.

The first letter looks skinny, which is why I think it may be Y. But if the first letter is V, then my other guesses would be VWJ-2871/2371 and VMJ-2871/2371.

Yep. Standard format is ABC-1234.

That's a black Chevy equinox.

My opinion on the bounds given current photo's potato quality:
First is either Y or V
Second is M, N, W, or X
Third is an D I think, but could be B? Or maybe something else.

Fourth is 2 or 8
Fifth is 3 or 8
Sixth is 2 or 7
Seventh is 1 or 2

That's 256 permutations. Narrowing down even 2-3 of those will really reduce the number.

I just watch the whole video of him coming on the property, checking trucks and hitting the business next door. Took him about 2 minutes to get the taillights from a truck he found that the tailgate wasn't locked. Perks of working in the Third Ward of Houston.
