Need a pet safe bush recommendation

I need to but in a bush to serve as a barrier for my dog so she won't get the idea to jump on the garage roof and into my neighbor's yard / escape. I need it to be bushy year round, indirect light. I live in northwest Iowa so we get real winters and humid summers. Any suggestions are welcome - I have NO idea here. Thank you in advance!

We are in Southwestern MO/N.Ark.
We have these two blue spruce shrubs. One in back yard one in flower bed in front yard.
They do well in the cold snowy winters and the humid summers.

Humid summers.... in Iowa...

Agree with Gunny though that a miniature fir, spruce, or similar should work well.
