Update: the #HudsonFire in Bastrop County is an estimated 400 acres and 10% contained. Fire activity continues to be active with tree torching. Crews are working to secure the right flank of the fire. #txfire

Their issue in that area is pretty hard to fix. Small properties with dense woods. No size or scale or desire on individual owners to clear understory. Lots of small roads with small ROW and power lines in the forest. I don't see how it gets fixed.
