It's been running non stop for a month. It has a hose attached to it pouring water out that is running in the ditch along SB Hwy 6

OK, I got more information and I have an explanation.
A 24-inch valve that feeds into the water tower next to the Tower Point HEB failed recently. It's leaking. The valve has to be isolated (closed) with no water going into it in order to make the repair. The repair also requires some specialized parts that need to be ordered.

I can say for fact that this does. And there are more than just city council, approvals keep waste from happening. This is a warranty issue from what I believe, but the parts still have to be provided by someone and they don't appear out of thin air. Regardless of what approval is necessary, 6 months (if accurate) is ridiculous.
