My best advice is find a 2nd job. It is stupid expensive no matter who you use. Less so if they don't have a car of their own
We've been shopping that for the past few years. Safeco and State Farm are good.
I about fell out of my chair at the Farmers quote.

For us, we bought a very inexpensive car and put liability only on it for the teen.
I use Allstate and I have a 16 year old boy, 18 year old boy, and 20 year old boy (with 1 claim) and it's not cheap but honestly I don't think it's bad. Allstate was also really easy to deal with claims when the oldest backed into someone.
We added one teen under Safeco. Wasn't a huge issue.
Added a third vehicle under Safeco, HUGE jump.
So we moved to Progressive last year.
