That was considered several years ago, but the flagpoles are locked up, the boys are seldom present, and now the responsibility is claimed to be on the "property owner".

Show up with a new flag and a 12 pack. Say you are not trying to be a jerk and share why you have such strong feelings about flying a tattered flag and how it's more than a piece of cloth to you. It has a much higher potential of going your way and teaching someone to have a little more respect for the flag throughout their entire life.
While I agree with your sentiment, your approach needs some adjustment. Remember you went on their property and US Flag Code is not law.
When you show up hot and confront them, it instantly becomes an issue besides a tattered flag. I spent 11 years active duty and the rest of my career in the reserve. Even while active duty; when I was that age, I would not have been real happy for someone to come onto my property and point out something I was doing (even if I was wrong). And if I was confronted in front of girls that I liked, I probably would not have reacted like the much older and wiser person I am now. I would imagine you caught them by surprise and also embarrassed them in from of sorority girls.
OP, you have a real good opportunity here to teach and bring some goodwill. Getting angry only affects you. Younger people have a different way of expressing similar values nowadays, I would bet y'all agree on a lot more things that you disagree with. Approach them with a cold 12 pack and a warm smile. You lose nothing if this doesn't work. That will make a much longer impact versus someone just complying with your request.
