I know there have been several threads regarding plumbing contractor recommendations. However my situation involves having to tunnel under the foundation for 12 feet to fix a broken drain pipe and I wasn't sure if all plumbers provide this service.

The first estimate I got was 12k and not sure how reasonable that is. So I wanted to see if anyone has had similar work done and could provide a recommendation on who would be good to contact.

We had the same thing done by Dynamic Drains and it went very smoothly and they cleaned up very well.

We used JBG plumbing. Two long tunnels to replace kitchen and laundry lines ran us $18k. It's not cheap, but it fixes the issues.
