What's with the orange men-like blowups surrounding the roofline of the bank? Just noticed it yesterday and seems like a unique, or odd actually, way to get attention.

I've been wondering about these and wanted to post on here asking the same question. They've been up there for months and I thought it could've been for some sort of party, but it didn't make sense that they were up for so long. Surely, that's not a long term solution as it looks about as cheap and cheesy as it can get on such a grand building.
