Recommend to me a person/shop to weld a 2" hitch reciever to a 4 1/4" by 3 1/4" steel plate then drill 4 10mm holes for mounting. Super plus if they can also powder coat it!

How thick of steel? I can quote it for you. doug at Casitaworks dot com
1/2", maybe 5/8". Whichever would be better for welding the Receiver to.
