What's the scene like? And the website membership stuff confuses me. So you pay a membership fee, and then also an hourly fee while you are there?

I haven't been there and am not 100% sure how their fee structure works, but that's how these poker rooms legally operate in Texas. They're not taking a rake out of each pot, which is illegal. They're "private clubs," you're paying a membership fee to join the club and, it sounds like, a small hourly fee to play.

Just looking at the website it appears the pricing structure is:

Membership fee:
$10 Daily
$30 Monthly
$300 Annually

Plus: $13 Hourly

I've been to Texas Card House but not The Poker House. TCH I've heard is busier but not as "nice". Similar fee structure between the two I believe.

Have some work buddies that go often. Poker house pricing agrees with poster above.

They like it and get to feast on some bad players.

They prefer it to Choctaw or Winstar since idiots play up there and throw the game off, per their comments.
