During on College on trip from CS to AMA and now on trips from DFW to AMA, you can always count on seeing Barney on the side of the road.

Estelline's problem isn't the cop giving tickets, it is all the idiots blasting through without slowing down.

What Estelline really needs is speed bumps. Tall speed bumps. And maybe a red light at every intersection along 287.

I haven't seen the guy out there in years.

Granted, I only make 2 trips home to Amarillo a year, but every time, I'm hoping to see him, and I don't.

When I was in school, he was always there.

It just hasn't been the same since they raised the speed limit to fifty.

The state may be raising the speed limit on 287, outside of city limits, to 75 soon, so that may make for more business in Estelline.

I thought only interstates (40 & 27) were getting the bump to 75?

According to an article in the local rag here in WF, after they get done with the interstates, they'll do some studies on some other four lane highways with a veiw towards raising the limit, and 287 will be one of them.

That cop always had the newest car in the state. I've seen him drive new mustangs, chargers, and cameros. Don't tell me he isn't stopping people left and right..

Somebody else got mad at Estelline.
quote:
Texas Rangers and the State Fire Marshal’s Office have determined the Jan. 24 fire that gutted the Estelline City Hall was caused by arson, officials said.

The Memphis Fire Department responded about 4 a.m. to the blaze in the building, 507 Burnett St., said Department of Public Safety Trooper Daniel Hawthorne. Firefighters contained the blaze within 20 minutes, he said.

I wouldn't mess with the Estelline po-po. Sucker busted me for 54 in a 50 freshman year. My grandmother got her first ever speeding ticket for 57 in a 55 at age 81 in Estelline.

Hard to imagine anyone wanting to burn City Hall. Oh well, they have plenty of income to build a new one or rent a room in one of the liquor stores.

Made the Amarillo Paper today.
quote:
The folks in Estelline don’t need a billboard on the north end of the tiny town in Hall County to remind them. They know what everyone else in this part of the world also knows.

“I’ve heard it all my life,” said Farrah Farris, owner of The Beer Store, one of five businesses in Estelline, population 145, according to the 2010 U.S. Census. “I’ve shown my driver’s license before and it was a pretty good ways from here. It says Estelline.”

“The woman goes, ‘Oh my God, that’s the speed trap of Texas. Seriously, that’s what we’re known for.”...

...While locals are quick to say other Highway 287 towns, specifically Claude and Chillicothe, are just as bad, one downstate blogger, Aren Cambree, disagreed. Through the state’s Office of Court Administration, he performed a study to find which small towns generated the most revenue per capita from speeding tickets from 2000 to 2008.

First was Westlake, in Tarrant County. No. 2 was Estelline, which handed out 24,269 speeding tickets for a total ticket revenue of $2.8 million from 2000-08.

“Well, we’re a small town; it’s the only income we got,” joked Darrell Collins, a lifetime resident. “Seriously, it’s a safety issue. My word, I’ve seen trucks coming through here at 80 to 90 mph.”

The billboard may be the sign of the times, and good for a nodding chuckle, but it’s not changing a thing.

“Just slow it down and pay attention to your speed,” Warren said, “and you’ll be all right.”

That works out to about 10 speeding tickets per day for Estelline. That's actually less than I thought it would be.

Basing it on revenue per capita seems kind of wrong headed.

A more meaningful statistic would be the odds of receiving a ticket for speeding through town. Estelline gets the attention because of its size, not the number of tickets. I would bet there are other towns along 287 that write more tickets on 287; they just aren't as small as Estelline.

For what it's worth, when Gruver finally hit this list, http://www.speedtrap.org/city/17493/Gruver, I congratulated the local cops on putting us on the map.

What is really funny about the www.speedtrap.org site is that so many people consider every traffic citation to mean it is a speed trap.

For example, look at Stratford's at http://www.speedtrap.org/city/11616/Stratford:
quote:
Proceeding south on 287, I turned into the Shell gas station on my right on 287. Exiting the station I crossed 54 to make a right turn onto 287. There is a curve leading to the expectation of a yield sign. Looking for oncoming traffic on 287 I did not observe that there is actually a stop sign. $133 cost. This is similar to the preceding entry but seems to show that the trap works for any turn at this intersection.

...

Traveling on hwy 287.... As you are turning to go east onto hwy 54, as you check for oncoming traffic you will take a curve onto hwy 54. Common sense tells you that you have a yield sign on the curve but at this intersection there is a stop sign. They hand out tickets there every evening.
So if you fail to stop at a stop sign and receive a citation, it is a speed trap.

Even Lipscomb made the list. From http://www.speedtrap.org/city/21280/Lipscomb:
quote:
Lipscomb County Sherrif patrols from Oklahoma State line west to Booker Tx sheriff' deputys should be out in the county busting cattle russlers, elegal aliens, and dope peddlers instead of collecting revenue to bolster there lack of sales tax collections !
That one doesn't even indicate what infraction the complainer committed.

By the way, someone I was talking to a few years ago had met and talked to the cop in Estelline. According to him, the officer really didn't want to be out there writing tickets all the time, but because of all the speeding through town and the accompanying risks to public safety, he didn't have much choice. Supposedly, he would have been quite happy if everyone slowed down and he didn't have to write any tickets at all.

Or maybe just some overpasses.

I think there are some folks posting that are unfamiliar with Estelline.

It's just two blocks long. If you put a light there, it would cause lots of wrecks. It also wouldn't help slow folks down either.

There are turns at both sides of Estelline as you enter. So you aren't going to fly through there at 100mph.

It's a complete lie about the cop. He is absolutely, positively writing tickets for income. The town's budget is primarily funded by speeding tickets.

There are three businesses in Estelline. Two liquor stores and 1 cop. Surrounding towns have since gone wet, so liquor sales are less brisk.

They grade the speeding tickets on per capita for good reasons. Towns like Estelline or Lott were absolutely corrupt. Texas Legislature passed laws preventing towns from bankrolling entire budget on phony tickets.

Is Estelline committing some overt act to try to draw speeders into their net or is the cop merely doing his job of enforcing the traffic laws?

Travelling through Estelline, Highway 287 crosses, from North to South, Maysey Street, Henry Street, Cleveland Street, Harper Street, Katie Street, and Maud Street.

There is a traffic light at the intersection with Harper Street. I think it is just a blinking light and not a full control intersection.

By the way, Estelline has to turn over most of the traffic fines they receive to the state.

Once they reach a certain limit, the state gets nearly everything above that amount -- they apparently get to keep $1 for tickets after they reach their limit. If the whole thing was just a money grab, as so many persist in thinking, then why wouldn't they cut back on enforcement after they reach the limit for the year? Could it be because the real purpose is to reduce speeds in the town and make it safer for locals and tourists alike? Do you believe that additional $1 per additional ticket even covers the costs of issuing the tickets?

I'm sure it's about safety as much as red light cameras are about safety.

Estelline gets to keep a portion of the ticket fine. Texas gets the first $70 or so of each ticket. When Estelline reaches the threshold, they don't generate significant income from the speeding fines.

HOWEVER...
They keep 100% of court costs on every ticket. So they make just $1 on the fine portion. They getcha with $50 court costs.
