I guess it depends on what you're doing.
New Deal is pretty small and not a lot going on. You're past the Airport, so no LBB airport traffic. Sure, there is traffic headed toward Amarillo, but it's going to be more like a US highway traffic, not what you would think of as Interstate traffic.
If you're thinking convivence store, there are some closer to Lubbock that will pull most traffic, at least one old in in ND already, and I believe there is a brand new mega convivence store just built in the last year or two.
Bayer (Monsanto) has a huge cottonseed plant just south, but I really don't think it helps drive other business
Lubbock will continue to sprawl toward ND, but the major growth in Lubbock is south and southwest. There are a few nice neighborhoods on the north side of Lubbock, but they tend to be NW, not N toward ND
Grew up 30 north of Lubbock, moved 40 years ago, just commenting based on what I've seen driving back through
