That's right up the street from where I work.
Not too bad a neighborhood, I think the club used to be a Tiddybar.
It's on the right side of the tracks but still close to the tracks within 1/2 mile.
I thinks its near a Pizza Hut and a Lowes grocery store if I mapped it right.

It's alright. My annoying sister-in-law drug us there last time we were in Midland. The headliner was Manny Maldonado, and he was pretty funny. The local emcee guy is alright. They had a local comic who was pretty over the top and vulgar, but not very funny. We went to the no-smoking show, which was nice. It's a pretty stuffy place, so I would imagine the smoke would fill it up pretty quick.
