its a bull riding or bronc riding thing,
like tying your shoe laces extra tight

That strap keeps you from pulling your boots off when spurring a bareback bronc or riding a bull. That picture is of a bareback rider's boots (the rowels on his spurs aren't what you would use for bulls). Saddle bronc riders never do that in case their boot manages to go through the stirrup. Back when I rode bareback at A&M, the saddle bronc guys used to wear their boots a little loose with thin dress socks underneath, maybe even put a little baby powder on their socks for insurance.
