Republic of the Rio Grande, Pepe's on the River, Koko's.

Pepe's is great because of the location. I've taken a few folks from up state to Pepe's in the past month or two and they all love the atmosphere.

Well, not chains:

Lansky & Brats
La Pampa
Santa Fe
Hyashi
Taqueria La Mexicana - choose one all the same

Excellent suggestions above. I would add the new Woodlands to the top of the list. ( Not so sure about La Mexicana... sometimes it is not so good.)

I like the soft corn tacos at Las Palmas on South 281 in Pharr. I have to get them every time I get down to the Valley.

I like La Mexicana #2 on Old 83 in Pharr. Jesse's on 10th, just north of downtown.

Koko's has pretty good fajitas, on North 10th around Martin I think.
