I got this from another forum I frequent.

I see you're in McAllen, and we're trying to rescue a dog off a chain from there. We have a home ready for him if the owner will surrender him, but we need someone to speak with the owner before our transport drives down there this weekend so she can hopefully pick him up and take him home. Interested in helping? PM me for more details.

Basically, there's an old man in McAllen with his dog chained to a tree in his front yard, and he says it's for use as a security system. What my organization does is try to resolve the situation for the dog in the best way possible... in this case, we're planning to offer to pay for installation of a security system in exchange for surrendering the dog. If you find someone, let me know and I'll pass along some information on our organization (most/all of which you can find at www.dogsdeservebetter.org), and detail exactly what we'd like said to the man and what to offer.

Our first priority is always to try and convince him to bring the dog inside of his home... in this case, we'd let him know that a burglar won't fear a dog chained to a tree because he's not going anywhere beyond the 6 foot circle around the tree, while anyone in their right mind will be afraid of an unseen dog barking from inside of a house.

If he absolutely refuses to bring his dog inside, the next option is to offer him a security system in exchange for the dog. Since monitoring of a system costs about the same as dog food, his financial burden will be the same (less, if you count medication and vaccinations), and a security system is capable of calling the police. If he agrees to surrender the dog, I'll need to be contacted immediately so I can get in touch with the woman that's gonna come pick him up. We'll then schedule an appointment for his security system and ask him to sign our agreement stating that he'll never chain another dog, and hopefully that'll be the end of it.
