I have always wondered, when they go to border towns do they automatically pad the number they get with an extra 20,000 or so when they get ready to leave.

If they don't i think they should start doing that.

So I have a question. When they finally tally up all the numbers for the census, does that only take into consideration those that can participate, or does it consider illegal's as well, cause if that's the case, their are some area's that would have maybe twice or 3 times as many people.
