Now it is part of a federal investigation involving their police chief.
While the details of Chief Hernan Guerra’s arrest are unclear, because the indictment against him is sealed.
"Things like these happen and we just have to keep on doing our jobs," said Sullivan City Manager Rolando Gonzalez.
Gonzalez said as soon as he heard about Guerra’s arrest he immediately appointed investigator Eloy Trevino as Interim Police Chief.
"We have to keep on serving the community," said Gonzalez.
Trevino told Action 4 News, despite the controversy, the department will move on.
"Our patrolmen are out working,” said Trevino. “We are here for the city....any need, any emergency--we're still here.”

There is more trouble for Sullivan City leaders.
First their police chief was arrested on federal drug charges.
Next, Action 4 News uncovered that his replacement once faced criminal charges.
Action 4 News has learned, Carlos Lucio was arrested in McAllen for DWI and alleged cocaine possession back in August 2003.
State records show that Lucio worked as an officer with the Edcouch Police Department at the time of this arrest.
The charges were utlimately dismissed but state records show Lucio moved to the La Villa and Progreso Police Deaprtments before working in Sullivan City.
Action 4 News was unable to get in touch with Lucio for commment but did speak to City Manager Rolando Gonzalez.
He said they did not look into those records, only his cerfications to do the job.
Gonzalez said the allegations have no merit on the city's decision to keep Lucio as the interim police chief.
He also said it will not sway their decision when the time comes to possibly offer him the position of chief.
