It seems that I can't visit the gulf coat without bringing the rain. What the heck? I just want some sun and surf and swimming.

Get your sun in today and spend some time at Moody Gardens aquarium/rainforest/IMAX tomorrow.

Those of us that live in the area will welcome the rain.

Hotel check in isn't till tomorrow. Moody Gardens tickets already bought (weeks ago, hotel paid for months ago). This is quite literally the only week we're able to get away for a few days.
Last year we tried camping on Padre Island. Guess what? Rain. Pouring rain.

I'm about ready to give up on the the Gulf Coast.

Yeah, Galveston is in a drought, to the point we have to mulch yards and not plant (and water grass). However, the Gulf Coast is typically rain for a bit during the day, then clear out. So go see Moody, the Loan Star Flight Museum or even the railroad museum. Then do the beach when its sunny.
