By the way I have lot do at work this week, but I promise to track down the publication. In meantime check that site and read some of the stats for yourself on their various reveiws of the areas, RECON does a really great job. And join their mailing list which they send the publications thru.
To be honest after writing this reply; I don't remember if it was Waco or Central Texas as a whole???? What I do know is I work every day in the banking industry, and I see progress and financial stability of the Waco Real Estate, Development, resi-land, and general retail sales of Waco. These values and stats in Waco have almost doubled in the past 10 years here in Waco. Land values 10 years ago have gone up astronomically and the economy here is growing ever so stronger.
I haven't seen this exact trend except around the Ft. Hood area...meaning values of various real estate types that are more than 5 miles from base or base housing (i.e.commercial C-1 thru C-3, light/heavy industrial, and R-3 thru R-6 rural resi) values have not changed significantly. Meaning that the the area as a whole is not growing stronger as fast compared than immediate areas that are the ingress and egress of Ft. Hood. Meaning you have similar but smaller version of the bubble affect that was in Atlanta(might I add that heart of the bubble was around a large US military installation.) You have focused land sales and development in one area and land speculation outside of this area b/c of the intensity in the immediate area. Well I wont go into further detail b/c I am sure you know how Atlanta Real Estate market turned out.
