I am convinced there is a force field around Bell County, that"s been in place for a few weeks, that blocks or minimizes heavy rain events just before they move into the area

I'm glad it held off personally. I lost half a roof from the storm in October and replaced it this weekend so I needed the force field for a couple of days. I'm done so it's retracted now.
