What's up with this? Sounds like every time the owner makes required improvements, the neighbor just "finds" something else wrong.

Is the neighbor just trying to shut her down? Who is being unreasonable in all this?

The neighbor is being obtuse. Very frustrating as this is my gun range that I have used for years.

I think it is insane that the judge allowed the plaintiff to be the inspector and determiner of whether the improvements pass. A third party should be brought in as an arbiter and impartial inspector.

This is a small family run business that is being out through the wringer by a neighbor and litigation system. Heck, mr. Walker doesn't even live on the property, he just owns it. I think he has an alterior motive
Behind the lawsuit( trying to sale the property and can't find buyers due to proximity to gun range so he is trying to shut it down for his benefit) just my theory though.
