What's the general consensus on what affects if any they will have on domestic and imported vehicles? New vs used?

Did you read my last sentence? I don't buy no name parts. OE or OEM only for most things. That doesn't guarantee quality.P.H. Then don't buy no name parts from RockAuto or Amazon if you don't want to. Nothing is stopping you from buying Motocraft or ACDelco. Protectionist tariffs don't ensure domestic quality anyway, they do the opposite by eliminating competition.

That being said, there will be some increases I imagine, because of the uncertainty. Also, Chinese parts may not be exempted so that may will go up.
