Powder Coated Bumper Repair

I have a replacement front bumper that is powder coated black. I would say it is glossy, not flat/matte. Had a minor incident where the truck drove itself into a net wire fence. Maaaaybe the driver forgot to put it into park before getting out but let's don't be accusatory .

Anyway, I do not want to incur the expense to have the bumper removed and powder coated again. It may come to that, but before I do I want to see if I can prep the areas that need it and apply some black paint to it. It doesn't have to be perfect and I am sure it is near impossible to find black paint that looks identical to the powder coating that is there now.

Anybody have any ideas on how best to try and make this repair myself? I assumed that I would get a buffing wheel to buff out the rust and smooth everything out. Then I'd apply a primer over the bare metal that would overlap over the powder coat and then apply the black paint. I just have no idea on the type of primer and black paint to apply. Any suggestions???

Wipe with rag. Scrub with wet rag. Wipe with dry rag. Wipe with alcohol. Mask off headlight with feed sack. Spray with gloss black Rustoleum. Return to fence work in your farm truck. Don't look too closely at your touch up work.
