Located driver side installed to the frame…..had a random wire hanging from it and can't find where the other side plugged into.

ChatGPT for the win:

"That component in your photo is the EVAP (Evaporative Emissions) Canister Vent Valve Solenoid on your 2018 Chevrolet Silverado.

Here's what it does and why it's there:
Purpose: It's part of the EVAP system, which captures fuel vapors from the gas tank and routes them to the engine to be burned, reducing emissions.
Location: Mounted near the fuel tank, typically on or near the frame rail above the rear axle.
Common Issues: These solenoids can get clogged with dust or debris, especially on trucks that see dirt roads or off-road use. When that happens, it may trigger a Check Engine Light with codes such as P0446, P0449, or P0455 (vent performance or circuit issues).
Maintenance Tip: GM released updated versions of this part with improved dust protection. Some owners add a small filter or relocate kit to keep it cleaner."

Evap system isn't going to have hard lines plumbed into it with a large electric motor.

That is likely the HCU for anti lock brakes.
