I seem to recall it was all the Royalist types that attacked France and Napoleon responded, he might have gone a little too far responding but he didn't start it.

The guy nonetheless was amazing and interesting personality.

Seriously, I wouldn't label him with tyrant, he was actually fair to the countries he conquered, Spain was a bit of an outlier but Napoleon wasn't hands on there and the brutality resulted from a guerilla war.
