Bulls went from 62 wins to 13 wins in 98-99. Of course, that 13 was in the strike-shortened season. And the Clippers had 9 wins and the Grizzlies had 8 wins. Chicago won the draft and the right to pick Elton Brand. Very deep, but starless draft.
