Horrible comparison.
Lots of people are getting overpaid. I think Scola is one of those. However, kinda like the Haywood situation, the Rockets are way up **** creek if they don't make him sign, just like the Mavs were if Haywood didn't sign. It is better to get him and pay more than to try to replace him with whatever is left and really, really suck with just Yao/Hill/Jefferies/Rookie at the post.
If that last year is not guaranteed, as is so fashionable these days, that is a pretty good contract. If so, the contract is basically a 4y36mm, which is a lot easier to digest.
Next year the Rockets should have some cap space.
But add Scola's 8.5mm next year.

Andersen 2.7 (only 150k is guaranteed)
Taylor+Chase 880K each, unguaranteed.
That's just 33mm on the cap, but a probable 40.5mm on the cap if they keep Hill, Andersen, Taylor and Chase, which I think they will.
But they will have the following free agents to deal with:
Battier
Yao
Brooks
Rockets are pretty flexible going forward. They also have enough for a max free agent in ending contracts to Battier, Hayes and Jefferies.
