Essentially the premise is this: The lottery was implemented to eliminate teams "tanking", but it has not done that at all. In fact it's gotten worse. So instead, give all bottom 14 teams an equal chance to win the lottery (or at least the bottom 7). This would make the on-court product better and eliminate rewarding teams for poor management.
I think it's a pretty interesting idea at the very least. It would make the sport better (at least for fans) I think because it would require teams to actively try to improve instead of tank. It hurts those teams that are really bad, but a lot of the time it's their own fault anyways.
Maybe this isn't the right solution, but it seems better than the one in place to me.
