So, HoF? I say yes, although he doesn't have some of the benchmark numbers voters have wanted in the past.

203 wins is awfully low. But then again, maybe that's going to be the new threshold for the modern era pitcher.

I would say he is. From 2002 to 2011, he had a record of 170-75 with a 2.97 ERA and 62.4 WAR which is on-par with Maddux's best decade. He also had 3 seasons of 20 or more wins, 8 All-Star appearances, and 2 Cy Youngs. Not to mention several other top 5 CY finishes, a perfect game, and a post-season no-hitter.

I think he's definitely HOF material. W thresholds just aren't what they used to be, so I don't think that will keep him out. Steady, strong performance over a decade and winning multiple Cy Youngs and being in contention for several others is plenty. If that resume that was just posted isn't good enough to cut it, then they mostly aren't going to be putting pitchers in the HOF anymore.

Definite hall of famer, but I won't be too disappointed if he doesn't get in on the first try. First ballot should be reserved for the absolute greats, for me anyway.

He's a Hall of Famer. A few more stats:

67 complete games
20 shutouts

lifetime numbers vs. NYY ---> 18-7 w/2.99 ERA (vs. a virtual all-star lineup each appearance)

and he hits one of my favorite criteria for a starting pitcher: great season on a bad team

in 2002 he was 19-7 on a Toronto team that finished 78-84. That's when the W-L record has greater significance.

and again 2009 he was 17-10 on a 75-87 bluejay team

He is definitely the best pitcher in the last 15 years. He played on a mediocre team for the majority of his career and in the toughest division against the toughest opponents and was still successful. If he was on the Yanks or Sox he'd have a couple rings (or more) and he'd be a shoo in.

def yes on the HOF...he was one of the very few guys that when I'd see he was pitching against the Rangers I'd already feel like it was a loss.
