I would say he is. From 2002 to 2011, he had a record of 170-75 with a 2.97 ERA and 62.4 WAR which is on-par with Maddux's best decade. He also had 3 seasons of 20 or more wins, 8 All-Star appearances, and 2 Cy Youngs. Not to mention several other top 5 CY finishes, a perfect game, and a post-season no-hitter.
I think he's definitely HOF material. W thresholds just aren't what they used to be, so I don't think that will keep him out. Steady, strong performance over a decade and winning multiple Cy Youngs and being in contention for several others is plenty. If that resume that was just posted isn't good enough to cut it, then they mostly aren't going to be putting pitchers in the HOF anymore.

Definite hall of famer, but I won't be too disappointed if he doesn't get in on the first try. First ballot should be reserved for the absolute greats, for me anyway.
He is definitely the best pitcher in the last 15 years. He played on a mediocre team for the majority of his career and in the toughest division against the toughest opponents and was still successful. If he was on the Yanks or Sox he'd have a couple rings (or more) and he'd be a shoo in.
